Founder and Managing Director (CEO)

Dr. Klemens Joos is the CEO of EUTOP International GmbH, which he founded in 1990 while studying business administration at Ludwig Maximilian University of Munich (LMU). Just one year later, the company opened a representative office in Brussels. Today, in addition to Brussels, EUTOP is represented in all the important member states of the European Union with subsidiaries or branch offices in their respective capitals. The company also has offices in London, Shanghai, Beijing, Tokyo and New York.

EUTOP is a governmental relations agency that provides scientifically well-founded structural and long-term support in representing the interests of private companies, associations and organisations with the institutions of the European Union and with selected member states. Since 2013, Dr. Joos has been a lecturer at the Munich School of Management of the LMU in the field “Convincing Political Stakeholders”. The scientific standard work of the same name by Dr. Joos was published by Wiley in 2016.

Dr. Joos is the founder and managing partner of his group of companies, First Holding GmbH, which, in addition to EUTOP, includes companies active in the areas of real estate, advice on strategy, services and trade.

Christian Schaufler studied Law at the Eberhard Karls University of Tübingen and subsequently completed his legal apprenticeship in Tübingen and Reutlingen. After completing the second legal state examination in 2004 he worked as a lawyer for the RWT Group in Reutlingen. In 2007 he joined the office of the chairperson of the CDU parliamentary group in the State Parliament of Baden-Württemberg, taking over the management of the office in 2008. Following this, from February 2010 until May 2011 he managed the office of the Minister-President of Baden-Württemberg. In September 2011 he took on the position of Chief Administration Officer at EUTOP International GmbH in Munich. In this capacity Christian Schaufler has also been Managing Director of First Management & IT Services GmbH since 2018 and since 2019 of EUTOP International GmbH.



Managing Director EUTOP Düsseldorf GmbH

Dr Rainer Wend studied Law at the Philipps University in Marburg and at the Westphalian Wilhelm University in Münster. In 1984 he was awarded a doctorate from the University of Bielefeld, where he had been working since 1980 as a research assistant. Dr Wend started his political career upon joining the Social Democratic Party of Germany (SPD) in 1970. He was the mayor of the city of Bielefeld from 1994 until 2003, and in 1998 he was elected to the Bundestag as a representative of the SPD. Here Dr Rainer Wend was chairman of the Committee for Economic Affairs and Employment from 2002 until 2005, and, from 2002 until 2009, he was a member of the SPD executive committee. In 2009 Dr Wend joined the Deutsche Post DHL Group, a leading international company in the field of logistics and postal communications, with around 550,000 employees. Up until the end of 2019, Dr Wend held global responsibility within the group as Executive Vice President and also headed the centrally managed area of Policy and Regulation Management. In addition to this, Dr Wend is a member of a number of supervisory boards and advisory bodies and, since June 2019, he has been Managing Director of the University Society of Bielefeld. He has been Managing Director of EUTOP Düsseldorf GmbH since January 2020.


Managing Director of EUTOP Vienna GmbH

Konrad Kreuzer studied law and business administration at Ludwig-Maximilians-University in Munich. After passing the 2nd state examination in law in 1977, he worked at the Bavarian Ministry of the Interior. From 1986, he was Head of the Public Law department and later Director of the Law and Property department at Bayernwerk AG. He was appointed Director of EuroBayernwerk in 1993, where he was responsible for international business development. From 1997, he was CEO of E.ON Hungaria in Budapest, and from 2002 and 2008 he additionally held the same position at the Slovakian companies Zapadoslovenska energetika and E.ON Slovensko respectively. He left these posts at the end of 2013. Konrad Kreuzer has been Managing Director of EUTOP Vienna GmbH since 2015, and is also in charge of EUTOP Budapest and EUTOP Prague.
