DR KLEMENS JOOS
Founder and Managing Director (CEO)
Dr Klemens Joos studied business administration at Ludwig-Maximilians-University in Munich, Germany, and, already in 1998, obtained his doctorate on “Representing the Interests of German Companies vis-à-vis the Institutions of the European Union” at the university’s Faculty of Business Administration. After working as Personal Assistant to a Member of the European Parliament, he founded EUTOP International GmbH in 1990.
Since then, EUTOP has concentrated on the structural and sustainable support of the work of the interest representations of private companies, associations and organisations at the institutions of the European Union and selected member states. EUTOP International GmbH in Munich has subsidiaries in Brussels, Frankfurt, Berlin, Dusseldorf, Vienna, Budapest, Prague and Shanghai, further offices in Paris, Rome and London , as well as, sales representations in Beijing, Tokyo and New York. EUTOP is a provider of Process-oriented Structural Governmental Relations (PSGR®). Dr Klemens Joos heads the EUTOP Group as Managing Partner. His doctorate was followed by further publications on lobbying, which are available in German, English and Japanese. Furthermore, since 2013, Dr Klemens Joos has been Visiting Lecturer at the Faculty of Business Administration at the LMU Munich for the field of "Convincing Political Stakeholders. In July 2019 Dr Klemens Joos was awarded the Bavarian Order of Merit.
Chief Administration Officer
Christian Schaufler studied Law at the Eberhard Karls University of Tübingen and subsequently completed his legal apprenticeship in Tübingen and Reutlingen. After completing the second legal state examination in 2004 he worked as a lawyer for the RWT Group in Reutlingen. In 2007 he joined the office of the chairperson of the CDU parliamentary group in the State Parliament of Baden-Württemberg, taking over the management of the office in 2008. Following this, from February 2010 until May 2011 he managed the office of the Minister-President of Baden-Württemberg. In September 2011 he took on the position of Chief Administration Officer at EUTOP International GmbH in Munich. In this capacity Christian Schaufler has also been Managing Director of First Management & IT Services GmbH since 2018 and since 2019 of EUTOP International GmbH.
PROF DR GERHARD SABATHIL
Managing Director of EUTOP Berlin GmbH
Prof Dr rer pol Gerhard Sabathil studied Economics and History at the Ludwig Maximilians University in Munich and at Virginia State University, USA. He began his career in 1982 at the Association of German Chambers of Commerce and Industry in Bonn. Prof Sabathil held a succession of roles at the European Commission from 1984 until 2010, initially within the Directorate-General for Competition, then in the Cabinet of the Commission’s Vice-President for Industry, and as the Head of Office of the Budgets Director-General, Head of the Division for the Western Balkans, and Director for Foreign Policy Strategy and Coordination.
Within the European External Action Service he was Inspector General in 2011 and Director for East Asia and the Pacific until 2015. Former ambassador Sabathil led the EU Delegations in Norway, Iceland, Germany and Korea, and was the chargé d'affaires in Prague, Bratislava, and at the OSCE.
He was a visiting professor at the College of Europe in Bruges and at the Sichuan University in Chengdu, China. Furthermore, Prof Sabathil has been a visiting professor at the University of Economics, Prague, since 1996. He is a member of the European Academy Berlin and belongs to advisory boards of different NGOs. Prof Sabathil holds dual German and Hungarian citizenship. Since September 2017, he has been Managing Director of EUTOP Berlin GmbH.

Konrad Kreuzer studied law and business administration at Ludwig-Maximilians-University in Munich. After passing the 2nd state examination in law in 1977, he worked at the Bavarian Ministry of the Interior. From 1986, he was Head of the Public Law department and later Director of the Law and Property department at Bayernwerk AG. He was appointed Director of EuroBayernwerk in 1993, where he was responsible for international business development. From 1997, he was CEO of E.ON Hungaria in Budapest, and from 2002 and 2008 he additionally held the same position at the Slovakian companies Zapadoslovenska energetika and E.ON Slovensko respectively. He left these posts at the end of 2013. Konrad Kreuzer has been Managing Director of EUTOP Vienna GmbH since October 2015, and Managing Director of EUTOP Budapest Kft. and of EUTOP Prague s.r.o. since February 2016.
