Prof Dr Klemens Joos

Founder, Owner, CEO

Prof Dr Klemens Joos is the founder, owner and CEO of the EUTOP Group, which he founded while studying business administration at the Ludwig Maximilian University (LMU) in Munich. Today, the EUTOP Group is the largest owner-managed governmental relations agency in the European Union.
From 2013 to 2021, he was a lecturer at the Faculty of Business Administration at LMU Munich. Since the summer semester of 2021, he has been a lecturer at the TUM School of Management at the Technical University of Munich, where he was appointed Honorary Professor of Business Administration – Political Stakeholder Management in 2022.
The standard scientific work by Prof Dr Joos ‘Convincing Political Stakeholders’ was published in September 2023 in a revised and expanded edition (WILEY-VCH Verlag, 1st edition: 2015).
Prof Dr Joos is the founder and managing partner of his group of companies EUXEA Holding GmbH, which includes the EUTOP Group and other companies in the Real Estate, Perspective Change (OnePager Group), Services and Crafts business areas.

STEFAN MAPPUS

Managing Director

After completing an apprenticeship as an industrial business manager at Standard Elektrik Lorenz AG and completing his military service, Stefan Mappus studied economics and social sciences at the University of Hohenheim, where he afterwards became a research assistant. After his election to the state parliament of Baden-Württemberg in 1996, he gave up his professional career in sales at Siemens AG and went into politics full-time. From 1998 to 2011, he was State Secretary, then Minister, CDU parliamentary group leader, State Chairman of the CDU Baden-Württemberg and finally Minister President of the State of Baden-Württemberg. Since 2012, after he left active politics, Stefan Mappus initially worked as an advisor to the Management Board of pmOne AG. Between 2015 and 2023, he was a member of the Management Board of pmOne AG and held the position of Group CFO from 2017 to 2023. He is Managing Director of the EUTOP Group since April 2024.

ARNE LEIMENSTOLL

Member of the Managing Board

Arne Leimenstoll studied political science at the University of Cologne and then completed a postgraduate master’s programme at the College of Europe in Bruges. After his studies, he first worked in the European Parliament and then for a public affairs agency in Brussels. In March 2013, he joined the EUTOP Group in Brussels and worked for several years alongside the management on important client mandates. From 2017, he took over the management of central departments of the EUTOP Group in Berlin. In August 2021, he became Head of the EUTOP Academy and has since been responsible for the training and further education of employees in the client area. Arne Leimenstoll has been responsible for the EUTOP Group’s entire quality management since March 2024 and was appointed as an authorised signatory and member of the EUTOP Group’s management board in November 2024.

Felix Dane

Managing Director

Felix Dane did his military service before studying law at the Universities of Greifswald and Heidelberg and then completing a Bachelor’s degree in International Relations at Keeley University in the UK. He then completed a Master’s programme in European Studies at the London School of Economics and Political Science (LSE) in the UK. Following a traineeship at the European Commission, he managed the office of an MEP. In 2009, he moved to the Konrad Adenauer Foundation (KAS), where he headed the foreign offices in the Palestinian Territories, Brazil, the UK and Ireland. After moving to the private sector, he set up the London office of the geopolitical consultancy Berlin Global Advisors in the UK. He has been Managing Director of EUTOP Brussels SRL since 13 May 2025.

TIM A. BREMMER, Ass. iur.

Senior Key Account Manager

Tim A. Bremmer studied Law at the Ruhr-University in Bochum and subsequently completed his legal clerkship at the district court in Dortmund. After passing his second state law examination, he worked as Head of Office for a member of the German parliament (Bundestag). In this position, he dealt with countless issues related to taxation and financial market policies, in particular the reform of company taxation and the reaction of the German parliament to the financial crisis. In 2011, he joined the EUTOP Group as a Consultant and later became a Key Account Manager. Since January 2026, he has been an Authorised Signatory and a Senior Key Account Manager.

Daniel Kewitz

Senior Key Account Manager

Daniel Kewitz studied political science and economics at Otto Friedrich University of Bamberg, graduating with a Master’s degree in 2017. After internships with, among others, a Parliamentary State Secretary in the German Bundestag, the German-Hungarian Chamber of Commerce in Budapest, the EU representation of a leading energy company and well-known international public affairs agencies, he joined the EUTOP Group as a Junior Consultant in 2017 and later became a Key Account Manager. At the beginning of 2025, he also became Head of the EU Office and thus the central contact person for all organisational matters at the location. Since January 2026, he has been an Authorised Signatory and a Senior Key Account Manager.

Luis-Maximilian Hamm

Key Account Manager

Luis-Maximilian Hamm studied Business Law at the University of Hagen and International Management at the ESB Business School in Reutlingen and the SPJIMR SP Jain Institute of Management & Research in Mumbai, India. Between his studies, he worked in various positions at Hubert Burda Media and 1&1 before joining the EUTOP Group in 2024. He is currently a Key Account Manager.

Lorenz Kammer

Key Account Manager

Lorenz Kammer studied Business Administration at ESADE Business School in Barcelona and Management & Technology at the Technical University of Munich. After gaining experience in strategy consulting (including at McKinsey), he most recently worked as a venture capital investor at the investment fund Picus Capital, where he was responsible for “Generative AI Investments”. He joined the EUTOP Group in 2025 and is currently Vice President Strategy & Operations at EUXEA Group and a Key Account Manager.

Theresa Pachner

Key Account Manager

Theresa Pachner studied political science in the Franco-German integrated degree programme at the Catholic University of Eichstätt-Ingolstadt and the Institut d’Etudes Politiques de Rennes, France. She completed her Master’s degree with a Master 2 programme in European Governance at the Institut d’Etudes Politiques de Grenoble, also as part of the Franco-German programme. Theresa Pachner worked for a member of the German Bundestag, at the Consulate General of the Federal Republic of Germany in Toronto, Canada, and at the EU office of the German Academic Exchange Service (DAAD) in Brussels. She started her career at EUTOP Berlin at the beginning of 2021 and has been a Key Account Manager since 2024.

Timo Reinders

Key Account Manager

Timo Reinders studied political science and law at Ludwig Maximilian University of Munich and spent a year abroad at Georgetown University in Washington, D.C. He completed a Master of Philosophy in European Politics and Society at the University of Oxford. After several years in public affairs consulting with Miller & Meier Consulting, where he advised international industry and technology companies on regulatory issues, he joined Teneo as Associate Director in 2024. In 2025, he became part of the EUTOP Group and currently serves as a Key Account Manager.

MATTHIAS SCHENK

Key Account Manager

Matthias Schenk studied History and Political Science at the Eberhard-Karls-University in Tübingen, Germany and the University of London. From 2003 until 2009, he worked as Head of Office and Research Assistant for a member of the German parliament (Bundestag). He has been with the EUTOP Group since 2009 and has held various management positions during that time. He is currently a Key Account Manager.

Steffen Bartsch

Senior Consultant

Steffen Bartsch studied Social Sciences, Social Psychology and Political Science at the University of Cologne after Vocational training as a Judicial Specialist at the Karlsruhe Higher Regional Court. He also worked for several years as a project assistant and project and research assistant at the Centre for Turkey and EU Studies (CETEUS) at the University of Cologne before joining the EUTOP Group in 2022. Since then, he has held various positions. He is currently a Senior Consultant.

David Glanc

Senior Consultant

David Glanc studied Political Science and Law at the University of Münster. During a study abroad stay at K.U. Leuven in Belgium, he deepened his knowledge of European law.  He completed his studies in 2022 with a Master of Arts degree in European Governance from the University of Osnabrück. During his studies, he gained substantial European policy experience through various internships, including at the European Parliament and an industry association. He joined the EUTOP Group as a Junior Consultant in 2023. He is currently a Senior Consultant.

Václav Kyllar

Senior Consultant

Václav Kyllar studied Political Science and English at Charles University in Prague, Czech Republic. During his studies, he completed a traineeship with the Government of the Czech Republic as well as a Blue Book traineeship with the European Economic and Social Committee (EESC). Before joining the EUTOP Group in 2023, he worked as a ministerial official at the Ministry of Health of the Czech Republic where he focused on Czech Presidency‘s Health agenda. Since then, he has held several positions at the EUTOP Group. He is currently a Senior Consultant.

Helen Meyer

Senior Consultant

Helen Meyer studied Political Science and Comparative Politics at the University of Duisburg-Essen and at the University of Oslo in Norway. During her studies, she acquired valuable experience in the London office of the Konrad Adenauer Foundation and worked as a research assistant for a member of parliament in the state parliament of North Rhine-Westphalia. After completing her studies, she worked as a research assistant for several members of the German Bundestag. She has been part of the EUTOP Group since 2022 and has held various positions there. She is currently a Senior Consultant.
